Monitoring and Evaluation Services

Monitoring and evaluation are important tools to help us understand how policies, projects or services are being implemented and to measure how effective and impactful they are. The results can be used for a number of purposes such as:
  • To satisfy the requirements of a funder – i.e. to show how their money has been used and what it has achieved
  • To help demonstrate impact – i.e. to boost your profile and potentially secure further funding
  • To understand what is working well (or not) – i.e. to inform continuous improvement
  • To give participants or service users a voice – i.e. engage beneficiaries in shaping delivery
  • To contribute to the evidence base of ‘what works’ – i.e. to share the learning and support the commissioning of future interventions
A good monitoring framework will enable relevant data and information to be captured on a continuous basis. It will also provide the foundations for systematic evaluation in order to demonstrate whether the intervention has worked (and how). 

Due Diligence

Our due diligence framework encompasses the following:
Company overview
  • Determine the reputation of the company by its establishment, accreditation, industry reputation, and external recognition/affiliation to industry bodies
  • Assess the financial effectiveness of the company by calculating solvency ratics and request and review of budget for proposed projects
  • Confirming the company registration and legislation, ownership of the company and compliance with BEE and other statutory, risk and legal requirements
  • Verifying the validity of tax clearance or tax exemption certificate and confirmation that that the company or any of its directors are not on the National Treasury black listed suppliers
  • Confirming that the applicant does not have any past or current litigation proceedings.
Governance
  • Ensuring that assessment of any conflicts of interest and that all declaration of interest have been duly made
  • Assessing any conflict of interest, confirmation of directorship and confirmation of company solvency
  • Reviewing risk to the company and any fraud and corruption company has been involved in, if any confirm if company has had any past or current legal cease against them
Performance
  • Assessing the qualifications and experience of the company by assessing of management qualifications, qualifications of proposed team who will be on the proposed project, will be verified.
Overall capacity
  • Assessing:
    • the size of organsation and readiness for the project

  • Delivery and feedback on similar projects through obtaining of references
We will determine the due diligence schedule, allocate resources and set up appointments with the shortlisted entities.
  • Due diligence is made up of a minimum of two evaluators
  • An email is sent to confirm the due diligence visit to the shortlisted entities and on the email attach due diligence tools and checklist of the required documents. Then follow up with a telephone call to confirm the appointment for due diligence.
  • When conducting due diligence visit, the evaluator will perform the following activities:
    • Assess physical capacity and appropriateness of infrastructure and facilitate to implement the project
    • Collect originals and/or certified copies of all mandatory documents of which it must be kept in an arch lever file
    • Seek clarity on the projects that were applied for, correct number of learners
    • Ensure the due diligence tool documenting information collected and outstanding document checklist are signed by both the evaluator and the entities
    • Compile feedback report for each entity detailing the findings of due diligence visit

VAT Reviews

Our VAT team undertakes VAT Contingency Reviews at municipalities and other public sector entities on a “No Recovery – No Fee” basis. By correcting or preventing the incorrect application of VAT principles, we enhance the cash flow of municipalities and public sector entities.

  • Complete and submit applications to SARS for Value-Added Tax (VAT) rulings on specific transactions
  • Providing assistance with the interpretation of tax law as well as on-going legislative and regulatory changes and new case law that gives rise to changes in the application and interpretation of the tax laws
  • Identify tax and system risks and exposures associated with their operations, controls and provide mitigations for those risks
  • Perform VAT Reviews utilising data analytical procedures and processes in order to identify areas of VAT exposures and VAT savings
  • Assisting with annual reconciliations and other technical aspects on the tax treatment in the entity.
  • Assist with SARS VAT Audits and other VAT related matters as and when required
  • Build their VAT skills and knowledge
  • Submit VAT 201 Returns and assist with annual reconciliations and other technical aspects on the tax treatment in the entity

Our VAT specialists review input VAT claimed / not claimed on all transactions to determine completeness of input VAT claimed and calculate any possible input VAT under claimed, supported by detailed schedules, payment voucher copies and valid tax invoices. We also perform detailed journal analyses to substantiate any under claimed input VAT. Should any refund be claimed, we deal with SARS and supply all the necessary proof and documents to satisfy the SARS audit needs up to the point of the transfer of the SARS refund into the entities bank account.
